Colin Roberts

Colin Roberts has extensive experience of government at local, national and international levels; and is well seasoned in political decision-making, in private enterprise and in relations with NGOs.

His international experience began in the mid-1960s as a volunteer teacher in Sudan. Since then he has worked with:

  • German municipalities both before and since unification on public administration, economic development and culture;
  • The Slovene government on environmental clean-up, tourism development, property ownership and economic growth; with
  • Greek municipalities on economic development;
  • The Romanian government on regeneration and heritage;
  • The Council of Europe in Bosnia on preparations for the first elections after the Dayton Agreement;
  • The UN in Kosovo, as leader of a team of European local government experts reporting to the Secretary General on restoring public services under the UN mandate.
  • The administration of Kosovo, and all ethnic communities, on the implementation of the UN's recommendations.

He has extensive experience of the British health service and chaired the UK's cross-sector National Working Party on HIV/AIDS. He has been a member of Government working groups and is a Director of the Commission for Local Democracy. He set up the Centre for Public Sector Studies at the University of Greenwich where he holds a Senior Research Fellowship and is founder adviser on the "Top Manager's" course of the Local Government Management Board. He has worked with many UK Government Ministers and senior officials on a wide variety of issues including crime and policing, regeneration, public health, manufacturing industry, economic development, the environment, financing communities, public services and supporting businesses.

Colin held senior executive positions in the UK public sector. As Chief Executive of the London Borough of Greenwich for nine years he was responsible for the provision of public services to an ethnically mixed community of 220,000, and played a leading role in the wholesale regeneration of one of London's most historic and dynamic areas. He has lectured internationally on the regeneration role of cultural industries.

Following his early work with drug addicts and as a community worker and lawyer, he was a founder trustee and Chair of a Community Foundation for one of London's poorest communities which donates over £4 million each year for community enterprise and self-help.

He is currently leading a London-wide partnership of private companies and public bodies investing in sustainable management of the city's waste. He also chairs an investment programme of bankers, developers and health staff investing long-term in new primary care facilities.

His media experience is extensive and includes TV and radio. He is an accomplished public speaker on subjects ranging from HIV/AIDS, public health, drugs, the National Lottery, organisation management, local democracy, environment and heritage.
